As of July 5, 2025, Nepal Education and Cultural Center (NECC) is actively preparing to submit a Preliminary Plan Amendment to the Montgomery County Planning Department for its property at 11650 Snowden Farm Parkway, Germantown, MD. This effort is being led by NECC volunteers with support from professional engineers and planners.
The full submission is expected within the next month. Below is the current status of each major component in the process:
✅ Natural Resources Inventory / Forest Stand Delineation (NRI/FSD)
Status: Reviewed by the County; site visit has been completed.
Next Step: NECC is finalizing revisions based on minor drafting comments from the reviewer.
📝 Forest Conservation Plan (FCP)
Status: Drafted.
Next Step: Will be formally submitted after FSD receives final approval.
🌧️ Stormwater Management Plan
Status: In progress.
Next Step: Engineering team is preparing the required concept plan for submission to DPS Water Resources Section.
🚦 Traffic Impact Study (TIS)
Status: Informal exemption granted.
Next Step: No further study required unless additional review is requested by the County.
🏛️ Historic Preservation Commission Coordination
Status: Not yet submitted.
Next Step: Will be submitted concurrently with the Preliminary Plan Amendment to ensure historic preservation compliance.
📄 Statement of Justification
Status: Completed.
Next Step: Will be included in the submission package to demonstrate alignment with zoning ordinances and master plans.
